Transportation Net-zero roadmap for the Greater Bay Area

The Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter referred to as the "Greater Bay Area") is the world's fourth-largest bay area and one of the most economically vibrant city clusters in China. Transportation serves as the foundation for the integrated and coordinated development of the Greater Bay Area. Promoting transportation emission reductions and achieving net-zero emissions in the transport sector are critical tasks for the sustainable development of the Greater Bay Area. From 2020 to 2023, iCET, in collaboration with several leading think tanks, universities, and research institutions, continuously conducted research on the net-zero emissions roadmap for the transportation sector in Guangdong Province and the Greater Bay Area. The research focused on Guangdong Province and the Greater Bay Area, covering both road and non-road transportation, with the aim of accelerating the carbon neutrality process in the region's transport sector.

 

The research took the 11 cities of the Greater Bay Area as its research scope, building a bottom-up accounting model for energy consumption and carbon emissions from four transport modes: road, rail, waterway, and civil aviation. By setting different scenarios, the research analyzed emission reduction pathways for the Greater Bay Area's transport sector and identified the emission reduction potential of different measures. iCET also took the lead in proposing and quantitatively calculating a carbon budget table in China, providing guidance to local governments on achieving carbon neutrality goals.

Targeting 2050 as the year to achieve net-zero emissions for the Greater Bay Area's transport sector, the research developed the "Greater Bay Area Transport 2050 Net-Zero Emissions Scenario." This scenario is expected to become the target scenario for the Greater Bay Area's future transport transition. The research indicates that through measures such as vehicle electrification, improving vehicle energy efficiency, and transportation energy transition, total transport emissions in the Greater Bay Area are projected to peak around 2025 and decline rapidly thereafter. Based on the research findings, iCET has proposed policy recommendations for the net-zero emissions transition of the Greater Bay Area's transport sector. Notably, recommendations related to Hong Kong's transport zero-carbon transition, co-authored by iCET and Civic Exchange, were submitted to the Office of the Chief Executive of the Hong Kong Special Administrative Region and served as one of the reference documents for the Chief Executive's 2023 Policy Address.
